You will need to have your host in Saudi Arabia apply for an invitation for you. When they apply you should request that they have the visa invitation telexed by the Saudi Arabian Ministry of Foreign Affairs, and the visa will be processed in Washington DC. Washington DC has the quickest processing times (e.g. next day) and the fewest requirements.
