When packing for a trip, people focus on the documents they must carry, including passports, visas, and travel insurance. But while outlining document needs for adults is easy, doing so for children can be challenging as they are often exempt from most requirements. So, at what age do you need a passport? Do children need passports?
At What Age Does a Child Need a Passport?
It’s easy to think that as long as you have a valid passport, your child can travel without one. However, the need for passports depends on several factors, as follows:
1. The mode of travel: Land and sea crossings often have minimal passport requirements, even for adults. For example, if you take a closed-loop cruise to Canada, your child can go through without a passport. Instead, the cruise operator and customs officials will accept the following documents:
- A birth certificate,
- A citizenship certificate,
- A naturalization certificate, or
- A passport card.
Air travel often has more requirements and may necessitate a passport, depending on your destination.
2. The destination: Domestic travel often does not require passports. Instead, you can identify your child through documents like their birth certificate or school records. In most cases, your child will not need identification until they reach 16 when they can use documents like a driver’s license or membership cards. However, international travel has more requirements as the child must identify themselves to the customs officials. In this case, the need for passport falls into the following categories:
- Land and sea crossings: If you are traveling to regions that accept WHTI-compliant documents, e.g., Mexico, your child can get through without a valid passport. Most customs officials will accept alternatives like their birth records. However, if you are on a standard cruise that will stop at non-WHTI-compliant regions, everyone must have a valid passport, including your child.
- International flights: Anyone on an international flight must have a valid passport, even if they are traveling to a WHTI-compliant region.
But at what age does a child need a passport? The passport requirements for international flights, standard cruises, and travel to countries that require passports do not have a cutoff age. Everyone must have a passport to meet these criteria.
Even where a child does not need a passport, it is always advisable to get them one for emergencies and to open them up to more travel opportunities.
At What Age Does a Child Need a Passport to Travel Internationally?
International travel falls into the following categories – sea, land, and air. Below are the passport requirements per mode of travel:
1. Sea: Cruises differ in passport requirements based on the stops they make, as follows:
- Closed-loop cruises: These start and stop at U.S. ports. Thus, your child can board these cruises without a passport and can instead identify themself with alternative documents, e.g., a birth certificate. However, some cruise operators request that all passengers have valid passports for emergencies.
- Standard cruises: These start or stop at a non-U.S. port, necessitating all passengers to have valid passport books to cross immigration in the foreign country.
2. Land: Some land crossings, e.g., to Mexico and Canada, do not require valid passports. But most other regions do, regardless of your child’s age.
3. Air: All people on international flights must have valid passport books, which is the general requirement regardless of age.
So, at what age does a child need a passport to travel internationally? Where a passport is necessary, the rule applies to children of all ages, including newborns.
Does My Child Need a Passport for Domestic Travel?
Per the general TSA guidelines, anyone under 18 does not require identification to board a domestic flight. However, airlines can sometimes impose document requirements, e.g., asking those aged 16 and above to present their driver’s license. When traveling with a child, contact the airline and get information on the document requirements. They may ask for some documents but will not ask for a valid passport.
At what age do kids need passports for domestic travel? Only international flights require passport books, and this applies to all ages. Domestic flights do not have this requirement.
Who Can Apply for a Minor’s Passport?
The passport application process for minors is a bit complex as the law has stipulations to protect them. As such, if a child is aged 16 or younger, only the minor’s parents or legal guardians can make the application. However, you can use expedited services to fast-track the process once you have verified the documents at a local acceptance agent. If the child is 16 or 17, they can apply for themselves in person but must show proof of parental awareness.
How To Apply For A Child Passport?
Given the high scrutiny on children’s passports, you must ensure you leave no stone unturned. Below is the best way to go about this process per the child’s age.
Minors Under 16
In this case, the parents or guardians must complete the process and submit the application on behalf of the child as follows:
1. Complete form DS-11: When filling out address line 2, put your name under the “in care of” section.
2. Attach their proof of U.S. citizenship: You can do this by providing an original or certified copy of the documents below:
- A full-validity passport in good condition,
- A U.S. birth certificate,
- A consular report of birth abroad,
- A certification of birth, or
- A certificate of citizenship.
3. Prove your relationship with the child: You can do this using their proof of U.S. citizenship documents above. You can also use court orders, adoption decrees, and other such documents.
4. Include two passport photos that comply with the U.S. passport photo guidelines.
5. Add your ID: Examples of acceptable IDs include full-validity passport books, driver’s licenses, government employee IDs, and trusted traveler IDs. Include a copy of the same.
6. Prepare parental consent: The passport processing can only take place if the passport officials have proof that the child’s parents or guardians have consented. You do this by showing up to the appointment. If this is not possible, you must provide notarized consent from the absent parent, proof of sole legal custody, form DS-5525 for special family circumstances or form DS-3055 for consent to account for the missing guardian or parent.
7. Present the documents to a local acceptance agent: Before submitting the documents, you must make an appointment with a local acceptance agent and show up in person with the child. If everything checks out, you can sign form DS-11 before submitting the documents for passport processing.

Minors Aged 16 and 17
Passport officials allow minors aged 16 to 17 to apply for passports by themselves by following the steps below. Most of them are similar to what we covered in the previous section.
1. Complete form DS-11: Do not sign it until you have verified your documents with the local acceptance agent,
2. Attach your proof of U.S. citizenship: You can do this with the documents below in original or certified copy forms:
- A full-validity passport in good condition,
- A U.S. birth certificate,
- A consular report of birth abroad,
- A certification of birth, or
- A certificate of citizenship.
3. Prove one of your parents or guardians knows about the application: You should carry a signed note from your parent, a copy of their ID, and proof they will pay for the application. Sometimes, you may need a complete DS-3053 to prove this consent.
4. Include a valid ID: It can be yours or your parent’s or guardian’s. Acceptable IDs include driver’s licenses, full-validity passports, and permanent residence cards.
5. Add two passport photos that match the U.S. passport photo guidelines.
6. Present the documents to a local acceptance agent.
Once the agent approves the documents, you can sign the DS-11 and apply for a passport.
Passport Requirements for Children
Like adults, children’s passport applications must accompany proof of U.S. citizenship, signed DS-11 forms, and two passport photos.
