The travel documents needed to cross the Mexican border depend on your mode of travel and age as follows:
a) By Air:
All flight passengers must present valid passport books to fly in and out of Mexico. These passports should be in good condition, valid throughout your stay, and have at least a blank page for entry stamps. This rule applies to children and adults. Thus, neither you nor your children can use a birth certificate as a travel document.
b) By Sea:
You can also get to Mexico via boat or cruise. In this case, your need for a passport depends on the type of cruise.
- Closed-loop cruises, which start and end at U.S. ports, do not require you to have a passport book. Instead, you can use other acceptable documents, which we detail below. However, some closed-loop cruise lines insist you have a passport book and will not accept a birth certificate. The passport serves you in the case of emergency evacuations and can help you catch up with the cruise if left behind.
- Standard cruises, which depart or disembark at non-U.S. ports, require you to have a passport book. This rule applies to passengers of all ages.
c) By Road:
You can enter and leave Mexico by road. In this case, you do not need a passport book and can use other compliant documents instead. These include:

- A Passport Card,
- A State-Issued Enhanced Driver’s License, or

Minors can use birth certificates, naturalization certificates, or citizenship certificates as travel documents.
